NOFA FY19 Competition and Information

Annually, the U.S. Department of Housing and Urban Development (HUD) requires each Continuum of Care (CoC) to apply for funding under the CoC Program Competition. The CoC Consolidated Application includes the CoC application and project applications for: new permanent housing projects, reallocated projects, renewal projects, CoC Planning projects and Unified Funding Agency (UFA) costs.

Annually, the U.S. Department of Housing and Urban Development (HUD) releases the Continuum of Care (CoC) Notice of Funding Availability (NOFA). This year the grant competition was released on July 3rd, 2019.  The NOFA is available at https://www.hudexchange.info/resources/documents/FY-2019-CoC-Program-Competition-NOFA.pdf .  This competition brings funds into both the City and County of Milwaukee to provide housing and supportive services to individuals and families who are experiencing homelessness. The competitive application requires each local Continuum of Care to rank, score, and select new and renewal projects. The CoC must identify and describe the processes used for ranking, scoring, and selecting eligible projects.  The process should be fair and impartial, inclusive of a public notification which lists the CoC’s final determination on funded projects.  In the competition, the CoC has the option to re-allocate funds from CoC renewal projects to fund new projects, and to create a new project through the bonus competition.  New funding opportunities created through re-allocation, bonus, or DV bonus will only be available as stated in the NOFA document. This may change per competition.  This year, the NOFA states only the following are eligible for new projects through reallocation or bonus: Permanent Supportive Housing projects that meet the requirements of DedicatedPLUS as defined in Section III.C.3.f of this year’s NOFA; new permanent housing projects where 100 percent of the beds are dedicated to individuals and families experiencing chronic homelessness; Rapid Re-Housing serving homeless individuals (including unaccompanied youth) and families including those attempting to flee domestic violence, dating violence, sexual assault or stalking defined as homeless in 24 CFR 578.3; Joint TH and PH-RRH component project serving homeless individuals and families including those attempting to flee domestic violence, dating violence, sexual assault or stalking defined as homeless in 24 CFR 578.3; new projects for dedicated HMIS; and new Supportive Services Only (SSO) projects for centralized or coordinated assessment systems including projects that implement policies, procedures, and practices that equip the CoC’s coordinated entry to better meet the needs of survivors of domestic violence, dating violence, or stalking.

7/22/19     NOFA committee convenes and reviews complete CoC project ranking, gaps analysis project, and discusses implications for CoC priorities for FY 2019 and funding reallocation

7/25/19     All preliminary renewal “intent to apply” applications due to City of Milwaukee

7/31/19     All preliminary new bonus, applications for reallocated funds or DV bonus “intent to apply” applications due

8/06/19    All final “intent to apply” applications due for all projects to the City of Milwaukee

8/12/19     NOFA committee convenes to review and recommend final scoring and ranking to the NOFA review panel

8/15/19     City of Milwaukee staff e-mail final intent to apply applications and scoring sheet for each CoC project applicant to the NOFA review panel

8/16/19     City of Milwaukee staff emails materials submitted to NOFA review panel and appeal form template to CoC project applicants, communicating that completed appeal forms and third party documentation are due via e-mail to City staff by 4:45 PM on August 23rd

8/20/19    NOFA review panel meets to review intent to apply application and scoring sheet

8/23/19    All completed appeal forms and third party documentation supporting appeal are due to City of Milwaukee staff by 4:45 PM

8/29/19    All renewals, bonus, DV bonus and reallocated applications for CoC funds to be uploaded into eSNAPS by 5:00 PM

8/30/19    NOFA appeal panel, City of Milwaukee staff, and provider(s) submitting appeals convene to discuss merit of scoring appeals filed by CoC project applicants.

9/11/19     City of Milwaukee staff provides all final eSNAPS feedback to bonus, DV bonus, and renewal applicants

9/12/19     BOARD OF DIRECTORS SPECIAL MEETING FOR NOFA. (Approve CoC projects for submission and policies) 9:00 – 11:00, City of West Allis City Hall.  Final project listing for HUD FY 2019 available HERE.

9/13/19

  • Through e-mail, the City notifies all project applicants who submitted their project applications to the CoC by the CoC-established deadline whether their project application(s) will be accepted and ranked on the CoC priority listing, rejected, or reduced, including reason(s) for the rejection or reduction.
  • Deadline for all projects to be completed, corrected, and approved in eSNAPS by City of Milwaukee
