NOFA FY18 Competition and Information

Annually, the U.S. Department of Housing and Urban Development (HUD) requires each Continuum of Care (CoC) to apply for funding under the CoC Program Competition. The CoC Consolidated Application includes the CoC application and project applications for: new permanent supportive housing/re-housing projects, reallocated projects, renewal projects, CoC Planning projects and Unified Funding Agency (UFA) costs.

Annually, the U.S. Department of Housing and Urban Development (HUD) releases the Continuum of Care (CoC) Notice of Funding Availability (NOFA). This year the grant competition was released on June 20th, 2018.  The NOFA is available at https://www.hudexchange.info/resources/documents/FY-2018-CoC-Program-Competition-NOFA.pdf .  This competition brings funds into both the City and County of Milwaukee to provide housing and supportive services to individuals and families who are experiencing homelessness. The competitive application requires each local Continuum of Care to rank, score, and select new and renewal projects. The CoC must identify and describe the processes used for ranking, scoring, and selecting eligible projects.  The process should be fair and impartial, inclusive of a public notification which lists the CoC’s final determination on funded projects.  In the competition, the CoC has the option to re-allocate funds from CoC renewal projects to fund new projects, and to create a new project through the bonus competition.  New funding opportunities created through re-allocation, bonus, or DV bonus will only be available as stated in the NOFA document. This may change per competition.  This year, the NOFA states only the following are eligible for new projects through reallocation or bonus: Permanent Supportive Housing projects that meet the requirements of DedicatedPLUS as defined in Section III.C.3.f of this year’s NOFA; new permanent housing projects where 100 percent of the beds are dedicated to individuals and families experiencing chronic homelessness; Rapid Re-Housing serving homeless individuals (including unaccompanied youth) and families, Joint TH and PH-RRH component project serving homeless individuals and families including those attempting to flee domestic violence, dating violence, sexual assault or stalking who meet the criteria listed in V.B.3.a.3.c of this year’s NOFA;, new projects for dedicated HMIS; and new Supportive Services Only (SSO) projects for centralized or coordinated assessment systemsThe FY2018 NOFA Submission Timeline is as follows:

7/10/18       All Renewal, Reallocation and Bonus Intent to Apply form made available to CoC members, posted on CoC and CDGA websites, and sent out to CoC listserv subscribers.  Please see intent to apply template for FY2018 for Renewal, Reallocation and Bonus (including DV Bonus) projects form by clicking HERE.

7/16/18       MANDATORY: All preliminary “intent to apply” applications for renewal and reallocation projects due

7/20/18      MANDATORY: All preliminary “intent to apply” applications for Bonus and DV Bonus projects due

7/23/18      MANDATORY: NOFA Workgroup Meeting to discuss preliminary “intent to apply” applications

7/27/18      Based on NOFA workgroup meeting discussion, Intent to Apply Form for CoC Funding from   Reallocation (from lowest performing project) Released.  Please see intent to apply template for CoC funds made available through reallocating lowest performing CoC project by clicking HERE.

8/02/18     MANDATORY: All final “intent to apply” applications on forms released on 7/10/18 due for renewals, reallocations and bonuses.

8/06/18     MANDATORY: All final “intent to apply” applications on form released on 8/02/18 due for applicants seeking CoC funds available due to reallocation of lowest-performing project.

8/08/18     MANDATORY: All renewal applications and voluntary reallocated project applications to be uploaded into eSNAPS by 5:00 PM.

8/09/18     MANDATORY: Provider Advisory Committee Meeting – all “intent to apply” applications discussed, final recommendations prepared for CoC Board of Directors based on scoring/ranking review

8/13/18     Complete the scoring and ranking of renewal, reallocation, bonus projects and DV bonus projects.  The CoC scoring tool can be found here:  2018 Scoring Tool by Project (Master).

8/16/18     MANDATORY: Board of Directors Special Meeting for NOFA including 5 minute project presentations from applicants

8/17/18

  • Public Notice on FINAL Project Ranking/Listing via CoC website and list serve. See the FINAL Project Ranking/Listing HERE
  • Grant Compliance Manager to send agencies individual scores via e-mail – HUD deadline.
  • Lead Agency staff to send notification letters to applicants of whether their project applications will be accepted and ranked on the CoC Priority Listing, rejected, or reduced by the CoC, indicating reason(s) for rejection or reduction.
  • Lead Agency staff provides all final eSNAPS feedback to renewal and voluntary reallocation project applicants

8/29/18   MANDATORY: All bonus, DV bonus & applications for CoC funds available due to reallocation to be uploaded into eSNAPS by 5:00 PM.

8/31/18  Lead Agency staff provides all final eSNAPS feedback to bonus applications, DV bonus applications and applications for CoC funding available due to reallocation of lowest-performing project.

9/7/18     All eSNAPS applications FINAL
